Intent IQ Brings Identity-Driven Performance at Scale to Horizon Media’s New HorizonOS Marketing Operating System

Intent IQ, the next-generation identity leader, has announced that they will be included as part of the recently launched Horizon Media OS, the ad industry’s first-ever marketing operating system, powered by an open and interoperable ecosystem of best-in-class technology partners. This integration enables HorizonOS to further benefit from the capabilities of identity-driven performance that aid marketers in more effectively planning and measuring campaigns in the current fragmented and privacy-focused digital landscape.

HorizonOS functions as a fully connected marketing environment that unifies Horizon’s Blu Platform, advanced AI tools, and human intelligence, with innovation powered through HorizonOS Labs. Designed to deliver AI-native, data-driven marketing solutions, the operating system enables brands to make more precise, outcome-focused decisions. Within this framework, Intent IQ contributes a robust, privacy-safe identity suite that supports audience targeting, premium publisher access, campaign activation, audience insights, and attribution-extending seamlessly to programmatic traffic and hard-to-reach ID-less environments.

By addressing environments where traditional identifiers are unavailable-including iOS, connected TV (CTV), and cookieless browsers-Intent IQ significantly broadens marketers’ addressable reach while improving performance at scale. Collectively, these environments account for over half of U.S. consumers’ digital device and browser interactions, making identity innovation critical for modern media strategies.

Through interoperability with Intent IQ, HorizonOS’ Blu Platform can incorporate ID-less users directly into unified planning, activation, and measurement workflows. The integration also allows Blu’s audience intelligence to connect with previously unaddressable users across iOS, CTV, and other signal-constrained channels, driving greater efficiency, expanded reach, and stronger omnichannel performance.

“Intent IQ represents the type of partner we look to bring into the HorizonOS ecosystem—a market leading company whose innovative technology is helping to drive real performance across today’s fragmented media landscape,” said John Koenigsberg, EVP & Head of Product Partnerships, Horizon Media. “Their identity technology will help us to extend reach and improve outcomes, especially across ID-less environments and supports our goal of building solutions that deliver flexibility, scale, and growth for our clients.”

As an inaugural HorizonOS partner, Intent IQ enables several high-impact use cases, including audience amplification across iOS mobile web, in-app environments, CTV, and cookieless desktop browsers; ID-less retargeting to support remarketing and re-engagement strategies; and performance-focused CTV activation that moves viewers further down the purchase funnel by retargeting exposed audiences across iOS and other ID-less devices.

ID-less audiences unlocked through Intent IQ are often associated with higher household income, less cluttered media environments, and more favorable bidding dynamics. As a result, advertisers can expand reach while benefiting from lower CPMs. Together, these capabilities help drive improved conversion rates, stronger cost efficiency, and higher CPL and ROAS across the entire marketing funnel.

“HorizonOS pioneers an open media ecosystem, giving marketers de-risked access to best-of-breed media infrastructure that drives immediate and lasting results,” said Fabrice Beer-Gabel, Senior Vice President Strategy & Partnerships, Intent IQ. “With this partnership we’re empowering marketers to activate ID-less audiences as a core part of their media strategies, with the potential to double reach while exceeding performance goals”.
